Heat the oven to 200C and boil the peeled, chunked potatoes for 20 minutes until soft.
Meanwhile cook the finely diced onion and carrot in the oil over medium heat for 8 minutes until soft.
Add the mince and brown it well, then stir in the flour and tomato paste and cook for 2 minutes.
